Latest Troubles.

Fall of the Roman Umpire

02/05/2025

BuffScan's array of sophisticated dashcams captured this police chase, spurred by Roman's shooting, up Main Street.

It looks like ex-police officer Antonio Roman has gone ahead and pled guilty to second degree assault and reckless endangerment.

He is admitting to shooting a teenager in the leg about a year ago believing them to be involved in thieving from area cars - a point which is probably informally undebated.

The shooting spawned the police chase that I happened to catch n' film above after one of the suspected actors, who at the time BPD believed had fired the shots, fled toward Amherst where they were eventually taken into custody.

It looks like he'll be sentenced on May 14 and is likely to serve some real prison time for choosing to referee law and order with bullets on teen jerks.  One wonders if next time he'll just wait for the still-and-not-crazy-in-the-head police to handle it.

Sheesh.

You can read BuffScan previous entry Car Creepers no Match for Roman Army.

When Write Makes Might, Right?

01/23/2025

Relatable

I can relate to Jacob Quinn's story.

This literally happened to me in the early 2000s.  I had a parody page that incidentally insulted the local Sheriff's office and they actually sent a detective to my job who made ominous contact with co-workers while looking around for me.  When finally so he sat me in an adjoining office and demanded to know if I was the one who published it.   He pulled out a wrinkled copy of my piece and pushed it toward me across the table in full confrontation.

I laughed, yeah I did!  It was a joke!

The content in question was probably my best work at the time (I was very active in online publishing then) but he let me know in no uncertain terms that the Sheriff didn't see it that way.

It (the piece) had been up as part of my narcissistic website for almost five years by then but the power of the new people's press was beginning to encroach, especially if you were effective.  The notice of and response to little dicks like me in the new age was finally taking some kind of form.

I wrote an apology letter - of sorts - and received a response a few weeks later that merely suggested I properly cite my satirical site as being one.  It was never made clear to me what their other options were - you can't arrest someone for being perceived as insulting.  I suspect there was none:  Embarrassing me at my job was probably the sole point of the confrontation.   Suggesting that I be careful in my framing of it was ridiculous of course since the parody content spoke for itself and as a dark reality, actually reflected personal experiences in my life.

Back then I didn't have the scruples to hook up with an attorney like I might do so easily today in such a case. Being the muckraker that I was I had my own job, area politicians, and as presented, the Sheriff, all pissed at me at once.   I was supposed to stink by design by many hands.  Supposed to be ground down and out by any means.

Today I always try to use that experience when publishing to cut deeper but smarter.  I don't always succeed, but I've learned that fighting means to bleed a bit and here and there be beaten and survive it to do it all over.  Not be chilled, not be paralyzed by paranoia, and oddly, not to *not* be paranoid.   You piss off the world with your reasoned or reckless brand of thought leadership, then you better know how to roll with the punches that will be dealt.

By my calculus the people at the end of my words have the guilty consciences and hold the fear, as they should.  In that case for instance, I wasn't the one compelled to take a fraction of the local county budget to intimidate someone over a silly parody.

But, at the same time, I have come to appreciate that words and writing are in fact a power.  If you find yourself capable this way it is easy to never acknowledge that and persist in a kind of lethal naivety to yourself and potentially unintended others.

Tie the cannon down, control it a little, and whatever great or idiotic point you're making will land stronger.

A Bump in the Night

01/18/2025

Camera Call Out

Almost merged into each other!

From my own dashcam this past week, these two cars going down Main Street almost collided.  It looks like they were each trying to merge into each other's lane.

The Ram truck - heh, how poetic - literally rammed the other vehicle off the road almost entirely.

I would have sworn they made sufficient enough contact to want to stop and exchange information, but they seemed satisifed in a "no foul no harm" approach and went about their drives.

I catch these close calls all the time.  Here's a similar event, also on Main Street, but in Amherst, that happened earlier last month.  In this case, the driver totally blew a red light and the car turning in almost t-boned'em.

By the way, both videos are viewed better full screen.

If you're into police scanners you're probably familiar with the concept of repeaters because, well, radio stuff.  But that's not the kind of repeater I'm referring to.

In today's Camera Call Out I'm re-capitulating this footage from the Ring Neighbors app to highlight the unusual phenomenon of those porch pirates who keep showing up over and over again on camera.

Like, what's the deal?

The person featured lifting a package off a porch and walking away above has, according to the original poster, been there once before to do the same thing.  But I wouldn't be making a morning topic out of this based on that alone, I've seen a number of people over large swaths of time show up over and over again.  Here's one BuffScan YT video that seems to demonsrate just that.

What's interesting to me among many things in contemplating all of this is how the entire home security/doorbell camera market (the Rings of commerce) must be trying to digest that their conceptual tagline, that their cameras do something to prevent or curb porch piracy, is basically fiction.

The bad actors seem to be very attuned to the reality that the resources aren't there to intercept and stop them, at least from the law enforcement sector.  Thieves make tepid if any attempt to disguise themselves, and, as is the slant here, they'll even become "porch pirate cam celebrities".

There is sort of an air that police don't really want to be involved (in a sense) with directly combating porch pirates.  When they give advice, it's nearly always a piece more about how to have packages safely delivered than it is on the steps to take in order to help cops race after the bad guy.

Of course the problem is complicated, and maybe police shouldn't be spending any time on a direct assault -- I am not sure that that actually is a good idea.

And truth be told, part of me has always wondered what kind of naive optimism must exist that an entire industry somehow built up around leaving expensive consumer goods alone on porches in the first place.  Go figure.

Resigned Not Fired, Get it Right!

01/15/2025

Well if I'm going to opine on matters of high local society, I'm going to have to be more attentive or something.

Joseph Gramaglia resigned for God's sake, he wasn't fired.

Of course in recounting local reports, particularly that of this morning's Buffalo News, it reads more like a "quit-fire" scenario, and definitely a questionable outcome nonetheless given his successful track record.  But that not withstanding the technicality matters when you're publishing like I purport to do at this blog.

So, I'll be looking to hear from attorneys soon most likely, but that grind notwithstanding, I give my deepest and sincerest apology to Mr. Gramaglia and to anyone who might have read my initial take on events.

Whatever Happened, Joe Gramaglia Did It

01/14/2025

Note 1/15/25:  My apologies, the guy resigned, he wasn't fired. I've updated this entry accordingly.

Well this is awkward.

Joseph Gramaglia has resigned as Police Commissioner leading everyone to speculate about why.  As one reporter put to new Buffalo Mayor Chris Scanlon all the metrics for Buffalo crimefighting look great.  Homicides are down, shootings are down, and all the what-nots.  The guy did it!

But, when it comes to the murky world of police insider stuff, it's always difficult to know all the actual forces in play leading to such an abrupt walk.  Hence all those cop shows about murky insider police stuff.  Here's the obligatory link to a Reddit discussion where even the usually pointed and mouthy Redditors are having difficulty finding focus.

I think as a (cough) crime fighting academic I'm a little concerned to hear Chris be all talking about "different priorities"  when in the first place everything does seem to be going as anyone would expect them under Gramaglia, and then,  that the "different direction" being described as the basis of the separation is quite vauge.

Joe is reputed in reports as being a supporter of "evidence based policing" which our AI overlord masters describe as a style that drives actions based on data.  So, you know, I guess when officers light up their vehicles for "directed patrol" it's to discourage bad people elements in a place where data shows bad people elements might tend to exist that day.  And, again, results suggest that worked.

Chris Scalon however, points out that there now needs to be a focus on nuisance crimes, which, I am personally not against, being the guy who regularly prattles on in other forums about all these night creepers shaking door handles and all the porch pirates grifting away packages in plain view.

I guess what bothers me is that I wasn't aware there was a "this or that" schema before us here.

So, let's see where this goes.  Being head of so many people means that so many people have to be comfortable with you.  Maybe something about that is what is driving the murky police stuff.

Still Not a Bazillionaire

01/11/2025

Dorian Jones allegedly tried to make off with a Mercedes Friday night according to local news reports, using what was taken as an authentic gun at the moment.  It didn't go as planned as he wound up shot by an off duty cop (reportedly not a Brazilian one, mind you) on Delaware Avenue.

The car he appears to have allegedly and initially gotten off with still had the owner's 13-year-old kid in it, if I'm interpreting the various reports correctly.

The off duty cop, also possibly the owner (ambiguity again owing to the wording of various reports) of the vehicle and child's father, let off a round from his firearm and struck Dorian, who was tracked to a nearby location with a bullet wound and subsequently taken to the hospital.

The allegedly kidnapped kid involved in all of this was okay.

This morning Dorian had court with the judge who seems to have imposed an $80,000 bail which he must not have been able to secure yet because tomorrow's BuffScan Pokey Report will show him as an inmate.  Although not included earlier this morning, a refresh of the Erie County jail roster now, lists him.

Screenshot of court record.

So, from the scene of the crime, to the hospital, to court, to jail.  All within what feels like 15 hours maybe.

At just 19, if everything given here is true, Dorian is really counting on a rich life stealing cars.  New York's online court system shows that he was previously arrested for "unauthorized use of a vehicle" (cough -- clever wording preferred by legislators to avoid the phrase "stole a vehicle" for some reason) twice before Friday's escalation with gun theater.

Yes, twice.

Wham Bam! Police Take Custody

01/10/2025

BuffScan's sophisticated array of property security cameras caught this dramatic custody action apparently involving Buffalo Police, the Erie County Sheriff's Office, and possibly others.  It happened yesterday at exactly 2:30 PM.

The video begins with the quiet street being immediately flooded with police who in blitzkrieg efficiency barrel in with a convoy of vehicles, leaping out, and seemingly breaking down the door of the house at frame upper left.   Eventually an individual can be seen strutted away in cuffs from the house and packed into a waiting Erie County Sheriff vehicle.

It seems dramatic to an average person like myself, but, this procedure is probably a routine way of collecting outstanding warrant bearers and other wanted individuals.  A fascinating watch typically limited to TV shows and movies.

Buffalo Reddit: Establishment Media Only

01/07/2025

Link to Buffalo Reddit announcement.

The Buffalo "subreddit" moderators have enacted a policy of allowing only certain information sources be cited.  And, they explicitly ban police scanner recordings.

The prompt for this was apparently some rabid posting recently when what was more or less characterized as a riot at the Galleria seemed to get out of hand.

I am not sure where I stand on this policy.  I think my biggest beef would take more time than I have now to explain, but it goes along the lines of something like how this is an example of any local communication power being curtailed.  In this case by arbitrary forum moderators of whom, for all we know, get text mandates and directives daily from local business and government masters about conversations they want removed, or encouraged.  I've never really been sure how one becomes a moderator for that specific subreddit, and I am not sure the current ones are open about who they are.

But it is, or was , a potent place for people to discuss and,  yes, speculate.  It's people talking to people.  In my opinion, people understand the frivility of the forum.  The moderators who enacted this policy seem to have an exaggerated idea about how people communicating there erroneously might cause "panic" when in reality, inevitably, people do have the good sense to rely on fact at the end of the day.

Thanks Mitchell!

01/06/2025

You may have noticed that the BuffScan live streaming scanner feed has been up since a whopping November under the same feed URL.  Just prior to that it was going offline even more than average due to various network hiccups.  And, each time, coming up with a new URL after I manually restored it.

This whole thing is after all hosted on residential infrastructure and prone to power outages if I toast bread and run the microwave at the same time.  And more actually, network hiccups for no strange reason.

Well halleluiah to community engagement efforts.  BuffScan appreciator "Mitchell" noticed my point about "bookmarking the channel" instead of the link, to mitigate this problem, and turned me on to a simple YouTube setting that would ensure that following such interruptions, as long as the OBS server itself doesn't crash (it's on a power backup), every stream would pick up under the active URL where it left off before.  I should have figured there was one.

Have you ever tried simply turning off the auto-end functionality on YouTubes Live Streaming? Or, if you're streaming from the live-now function, have you tried the event based streaming under the bottom Manage icon? This allows you to stop the stream and start it without ending the full stream and producing a new link.

It took some time to demonstrate that this works, but it does.  I have had a number of network interruptions since applying the setting and users on the public side never knew.  The new resilience is incredible.

There is the caveat that the livestream cannot be played back for the period of time that such an interruption actually occurs, but I have to imagine this is rare.  The important thing is that BuffScan keeps on -- well, "BuffScanning".

Thanks Mitchell!  I haven't had cause to edit the BuffScan notes but suffice to say I'll be changing them to reflect that fact that, yes, now people can more confidently bookmark a URL directly to the feed if they want.

First Pink, Now Mulligan's

01/05/2025

Public Safety Radio Audio of Mulligan's Brick Bar Fire

What royal fuck?

I woke up this morning to news that Mulligan's Brick Bar, my favorite personal place to probably drink myself into the pokey somehow someday, has burned itself to near collapse.

FireBuffNY got to the scene and was able to capture footage of this disaster and post it to its Instagram account.

FireBuffNY Instagram footage.

The Old Pink right next door to it went up just six months before.

The Old Pink was burned down by a one John Burns who is reportedly undergoing treatment as of this report -- outside of jail.  Said report says that the judge was too impressed by Burn's treatment progress to keep him behind bars and without missing a beat people have begun to wonder.  A Reddit thread speculating wildly has been closed to comments accordingly.

The reality as of now?  There is nothing to suggest he or any person is directly responsible for this.

As for the building itself I don't think anyone has called it yet but Mulligan's is most certainly a complete loss and it seems pretty obvious that, like the Old Pink, it's going to have to be razed.  Allen Street will likely now have two blank gravel fields side by side.

What's Brianna's Problem? Society.

01/04/2025

Camera Call Outs

Under this heading I like to call out fresh local doorbell style and other camera footage posted to social media or otherwise under highlighted discussion.  As an avid advocate for home security cameras, I may even post footage from my own system.

I am making this section, amplifying awareness of this media, with the hopes of helping to solve a crime from the web's more couched media.  Footage as distributed by local law enforcement is handily re-amplified by their own channels (and to be sure, I may help to convey those too), but sometimes it's these little clips that doorbell camera owners post here and there that need the extra circulation boost.

I'm starting with this one posted by an individual that ironically represents little more than a trespass at worst.  It's not the "crime" that makes this video interesting, it's the problem that the poster was presumably presented with.

In the video, a woman who we might all agree is under some kind of duress, enters the porch area and crouches.  The behavior is seemingly irrational but with the breadth of these type cameras now being what it is, is not uncommon either.  People hopped out on drugs or what not roaming the streets and on occasion waywardly entering private property, is astonishingly routine even while somewhat alarming to the average eye.

Posted to the Ring Neighbors App on January 1.

But obviously, in seeing this, the bigger question has to be why couldn't someone just have leapt out and check more directly with the woman to see if she was in major trouble?  This would probably be anyone's instinct.  But there is no mention in the post, or certainly in the video of, this having happened.  Why not?

Temperatures on the given timestamp date were in the low 30s, and the woman is clearly not attired well enough against that at 3 AM.  Her clothes even appear torn and she seems to make reference to something being "busted".  Some commentators in the original Ring Neighbors forum where this video appeared speculate she was referring to her lip or even to her ribs.  Potentially pretty serious stuff.

Accuweather screen capture showing weather on Jan 1.

Accuweather shows that it was as low as 34 degrees.

So what prevented the camera owner from checking into this more directly and deeper?  And where now is "Brianna", the name (seemingly - it may be a bit unclear) given by the subject of the video?

We all know the answer to this of course, and it's a sad commentary on our present day society.  It's simply too risky to open a door and barge out to attempt any type of rescue investigation, even if the situation had been visibly worse than it appears in this case.

Nobody, this author included, can blame the camera owner.  There have been cases of people pretending to need things as a manner of baiting.

The person who posted this video made a point that they called 911 but that in their opinion resulted in 'no help'.  It's not really clear to me what that disposition means since it's been my experience that the response system for this sort of thing is actually pretty quick.  I recently had some bum checking my car door handle and an officer rolled up to check in with me personally about it within 10 minutes.  I hadn't even asked for that but was impressed.

Without knowing what the person who posted the video expected or how they communicated during that 911 call it's a bit dubious to assume the worst about the claim.

It's just a shame that the response could not involve a more direct approach that might have yielded more information, but, times are what they are.  Baiters and drug zombies can be anywhere at any time.

Buffalo Police Drone On

01/03/2025

WKBW did an insightful report on Buffalo Police Department's technological revolution in progress.

Drones in particular are poised to give metro law enforcement bona fide air power on par with, or, in some ways, superior to, conventional helicopters (there's an arena of actual disscusion on this comparison).

The bang for the buck in what you can do with them is in BuffScan's opinion, off the wall.

There are numerous stories about how Buffalo PD's toe-tap-in-the-water first drone helped find a vulnerable individual using infrared just hours after it being delivered to the department, but I do find WKBW's most thorough.

Here's a video immersing you into the perspective of one police department using the same technology from Axon, the same vendor for Buffalo, that sheds light on the potential for fortifying Buffalo PD -- indeed all local law enforcement -- with this affordable game changer.

Just Six 6.5 Hours

01/01/2025

Six and a half hours is about all the time it took for a shot bullet to end the first life of the year in Buffalo 2025.  Both WGRZ and WIVB have reported on the unidentified victim's untimely demise.

Details are pretty scant right now but more should obviously come out later.

Crime data for Buffalo 2024 probably won't be processed and posted at the city's CitiStat website for awhile, but a sole shooting this quick into the game probably doesn't portend anything out of control.  Things, on trend, have been going well for Buffalo with only 38 in 2023 which is part of a below average count since 2022 which by the way saw 70 homicides.

The 311 Website

12/27/2024

Among the digital services offered by the city, one of the most underrated has to be Buffalo's 311 website.  The website allows people to formally lodge all sorts of complaints and quality of life issues, and even allows for an open public review of those requests (which is handy to prevent duplicate requests I'm guessing), without having to use a phone.

Use of the system results in a Request ID which can be used to track resolution of a given complaint.

Word in social media channels is that the system is surprisingly effective.

BuffScan NYC People Fusion Engine

12/22/2024

The BuffScan Instance of the New York City People Fusion is live. Create your account here.

Okay, so -- I've been busy for the past decade developing the "New York City People Fusion".  It's an anonymous communication exchange platform by design that is meant to sit in an open computer browser tab on a PC device.  The realities of digital demographics today are that anyone who reads this and tries it will nonetheless attempt to do so from their smartphone.  Go ahead, but it's not going to be pretty.

Yes I wrote "decade".  I wrote it while living in, ha, New York City, then let it rot.  Never pushed it, never actually completed development to the extent that I have in the past few months.

Only now when I feel that principles of the communication style inherent to the original web and internet need to be restored and promoted by someone, christ, even if that is me, did I take to going back to it and almost re-writing it from scratch.

The BuffScan project, the effort to replace police scanning with something else, benefits as the first real-world iteration of the re-write.  Within it is the starry-eyed vision that the parameters of the effort, not to mention the behind-the-scenes discussion of digital content collection and distribution related to public safety, come to life.

Couple of things you will find refreshingly odd about it.

First, you will notice no graphics except photos posted in the topic areas by users like you.  Graphics inhibit the service and its development.  Early BBSes relied on only ASCII for graphics, and this why so many people were able to start and support them.  You might find it jarring at first, but you'll come to appreciate it, quick.

Second, it's for the computer, not your smartphone.  This is why I saw BuffScan as such an ideal vehicle for its development iteration (which it is).  People into police scanners, dramatic digital collection and distribution, are, by my measure, exactly the same type of people that have desktop PCs or laptops still part of their ensemble.  An open session of BuffScan NYCPF is meant to live open in a browser tab on your PC, right next to your radio equipment or on the same PC you're processing videos.  Yes, you can try to use it through a smartphone - maybe to quickly review a curiosity or create an account, but, it's not designed for that and results will vary.  Desktop PC culture (which I label the "Console Culture") is real and will only get more significant in time.

It's also not a monetization effort.  Everything exists to provide service and utility.   There are no ads and nothing in the background slowing things down by way of telemetry.    I am trying to develop a cause, not make the bucks.

Finally, you will notice that it is a communication that allows front-facing anonymity and tags.  Technically, unless I intervene directly, there's nothing to stop this from turning into a weird dating site where people can still do "MFF" or "FFM" type searches.  But, that's exactly it.  The NYC People Fusion engine does allow a sole admin -- the "SysOp" (anyone remember that title - if you do, sounds like I just jostled a new member) to closely police the site and therefore, allow said anonymous chatter.  It's not absolute anonymity -- as SysOp I could probably deduce anyone's identiy in any number of ways, but as the old internet didn't concern itself with that -- as long as nobody got weird -- that is how users expressed themselves freely.

I'm not saying there won't be problems or shall we say "adventures".  I'm saying to you, become a part of them.  While developing the BuffScan project, you will also be doing your part to retain the liberties of the old web and internet.  These are two causes meant for each other and I am thrilled to have engineered this meld of them.

Fire at 675 Auburn Ave.

12/21/2024

Fire at 675 Auburn Ave in Buffalo. 12/21/24

We'll be on the look out for any Gofunds or stories to help the families of this fire that broke out at approximately 1 PM Saturday 12/21/24 on Auburn Avenue.

Can you imagine just before Christmas?  Not cool.  I feel for everyone that has to scramble now but I do hope they can somehow find spirit and love this season in spite of this.

I was able to jaunt out and compile ground footage in what I consider a very rusty response -- having not beat to an event in many months and woefully unprepared in terms of my tech and the weather.   I was not prepared for the cold and could only live feed and film for maybe 10 minutes before leaving the scene.

You can find the resulting clips on the raw BuffScan X feed though here is a sample below.

Note that included scanner audio does not correlate with timing of video content.

BFD recapped on the air that (in total to the house) there was approximately $104,000 in damage.  There was also extension damage to houses on either side totaling about $4,000.
